Rulemaking to Propose New SUBST. R. § 25.245, Relating to Recovery of Expenses for Ratemaking Proceedings. (Proposal for Publication)
- Commissioner Ken Anderson met with stakeholders, utilities in particular and addressed some changes he thinks should be made in a memo
- For the purpose of publication, Chairman Donna Nelson is ok with putting it out as it is
- Setting a discovery limits rule has come to a halt due to the perceptions that administrative law judges can set discovery limits
- Nelson would like staff to move forward with that rulemaking as this rule moves forward as Nelson believes they go hand in hand
- Not sure Anderson’s proposal is where Nelson wants to go but she will move forward for publication to get the process started
- Proposal for publication adopted as amended by memo from Anderson
- Staff was also directed to continue with discovery limits rulemaking
P.U.C. Investigation of the Feasibility of the Institution of Full Co-Optimization in ERCOT Energy Markets. (Discussion and possible action)
- Nelson would like to send this item back through the stakeholder process at ERCOT
- Anderson believes that whatever the merits of co-optimization are, it needs to be behind the list of projects already identified such as EMS upgrade, settlement system upgrade, etc.
- Anderson feels that co-optimization ought to be done in conjunction with the new suite of ancillary services; would like to delay for a period of time to allow more input
- Nelson added it should be sent back to stakeholders with the instruction to prioritize projects
- Nelson asked staff to keep the project moving forward but to prioritize projects before action is taken
Commission Proceeding to Ensure Resource Adequacy in Texas.(Discussion and possible action)
- Nelson filed a memo on this project and language was not precise; she intended to suggest a workshop (not a hearing) which will be held, tentatively, on May 15-16, 2014
- Further cost analysis of effects to each customer group is being undertaken
- Anderson noted that the old CDR shows the state not going below current reserve margin until 2020, and then only by a fraction of a percent
