Sen. Paul Bettencourt has requested an opinion from Attorney General Ken Paxton on whether a jurisdiction’s providing of an incentive to vote in an election is violation under Chapter 36 of the Texas Penal Code and 18 USC §597 which provide that a person commits an offence if they intentionally or knowingly offer, confer, “or agrees to confer on another, or solicits, accepts or agrees to accept from another any benefit” or “whoever makes or offers to make an expenditure to any [voter].” The full request for legal opinion can be found here.
