Texas Water Development Board rules related to HB 4 and the State Water Implementation Fund for Texas (SWIFT) have been posted in the Texas Register.
 
The board has solicited public comment on what additional efforts or processes that it might undertake to apply funding to rural political subdivisions, agricultural water conservation, water conservation and reuse. Additionally, the board solicits public comment on what additional factors, if any, should be included within the prioritization criteria, consistent with HB 4. To the extent that issues related to, or contained within the legislation are not fully reflected in the proposed rules, it is the intent of the Board to solicit public comment on all issues which may be germane to HB 4.
 
The board will hold public hearings on this proposal on July 24, 2014, at Texas A&M University – San Antonio at 1:00 PM; on August 13, 2014, at the McNease Convention Center, San Angelo at 10:00 AM and; on August 21, 2014, at the University of Texas at Arlington Research Institute at 7:00 PM.
 
Comments on the proposed rulemaking will be accepted until September 1, 2014.
