As published in the December 13 Texas Register, the Texas Education Agency has adopted the following rules regarding a transition plan for graduation requirements, allowing for use of certain substitute tests, and rules updating the Texas essential knowledge and skills for mathematics as well as career and technical education:
 
19 TAC §74.1021, §74.1022
The adopted new rules establish a transition plan for students who entered high school before the 2014-2015 school year to graduate under the foundation high school program or under the minimum, recommended, or advanced high school programs. The adopted new rules also establish high school graduation requirements to allow certain seniors in the 2013-2014 school year the option to graduate under the new foundation high school program.
 
19 TAC §§101.4001 – 101.4003, 101.4005
Adopted rules address testing requirements for graduation, eligibility requirements to substitute an assessment, and verification of results. The adopted amendments and new section allow for the use of certain substitute tests in place of corresponding State of Texas Assessments of Academic Readiness (STAAR®) end-of-course (EOC) assessments for graduation purposes.

These amendments and new rules update the Texas essential knowledge and skills for mathematics as well as career and technical education.
