TWDB met on February 27th to take up a full agenda and approved by resolution financial assistance in the amount of a $458,920,000 loan from the Clean Water State Revolving Fund to the North Texas Municipal Water District (Collin, Dallas, Denton, Fannin, Kaufman, and Rockwall counties).

This report is intended to give you an overview and highlight of the discussions on the various topics the committee took up. It is not a verbatim transcript of the hearing, but is based upon what was audible or understandable to the observer and the desire to get details out as quickly as possible with few errors or omissions.

Item 2 – Consider approving by resolution a request from the City of Rockdale (Milam County) for $11,225,000 in financial assistance consisting of $10,825,000 in financing and $400,000 in principal forgiveness from the Clean Water State Revolving Fund for planning, acquisition, design, and construction of wastewater treatment plant improvements. Item 3 – Consider approving by resolution a request from the City of Rockdale (Milam County) for $16,215,000 in financial assistance consisting of $15,715,000 in financing and $500,000 in principal forgiveness from the Drinking Water State Revolving Fund for planning, acquisition, design, and construction of water system improvements.     • Wastewater treatment plant – address the aged and below-standard treatment plant; funding to go towards upgrade of plant to expand capacity and address effluent violations
    • Drinking water project – address Texas Commission on Environmental Quality (TCEQ) violations for corrosivity, low pH, and leached iron; funding to go towards the replacement of failing cast iron water lines

Item 7 – Consider approving by resolution a request from the City of Ivanhoe (Tyler County) for $215,000 in principal forgiveness from the Clean Water State Revolving Fund for planning, design, and construction of a Hurricane Harvey disaster recovery project.     • Since the breech, Ivanhoe has faced flooding that has damaged its transportation infrastructure e.g. erosion of roadways

Item 8 – Consider approving by resolution a request from the City of Alton (Hidalgo County) for $8,500,000 in financial assistance from the Clean Water State Revolving Fund for planning, acquisition, design, and construction of a drainage improvements project.
