Briefing, discussion and consider selecting a firm to serve as trustee under the trust and bond indentures for the State Water Implementation Revenue Fund for Texas (SWIRFT) bonds; and authorizing the Executive Administrator to negotiate and enter into all necessary contracts and agreements for these services. Consider approving by resolution the establishment of a taxable lending rate scale for the Texas Water Development Fund II (DFund II) Water Financial Assistance Account to be used for the sole purpose of providing a portion of the funds committed for the San Jacinto River Authority's Highlands System Improvements project.   • TWDB made commitment to SJRA to provide a $29,000,000 loan that will be funded through a combination of $21,000,000 from on hand funds and $8,000,000 of funds from the sale of new taxable bonds
  • Lending rate for the Project will be a blended rate utilizing the existing taxable rate for DFund II and the rate for new bonds
  • Based upon blending of the  previously adopted DFund II taxable lending rate and the new rate of 2015G bonds, the proposed lending rate for the SJRA loan is 3.93%
  • The Executive Administrator recommends approval by resolution of the taxable lending rate scale for the Project to be effective immediately

  • Approximately four basis points were added to the interest cost to cover costs of issuance, bringing the proposed rate to 3.18%; this proposed rate represents 16 basis point increase from the prior rate of 3.02%

Consider approving by resolution a request from the City of Anton (Hockley County) for a $3,000,000 loan from the Texas Water Development Fund to finance planning, acquisition, design, and construction of a wastewater treatment plant and water system improvements. Consider amending the 2012 State Water Plan to incorporate amendments to the 2011 Region C Regional Water Plan relating to the revision of recommended water management strategies for municipal conservation and to incorporate an alternative water management strategy substitution made in the 2011 Region L Regional Water Plan relating to GBRA's Lower Basin Storage Project.
