Data System Updates

  • System13, Inc. upgrade
    • Nothing major to report, have done a few patches to fix glitches

 
Rules

  • Hospital Emergency Department Data and Rural Provider Exemption Repeal
    • Published as Adopted in the 39th volume of the Texas Register on 9/19/2014
    • Effective date 12/18/14 but will not be implemented until 1/1/15

 
THCIC Technical Manuals Update

  • Working to update manual to include the new effective date of ICD 10 (10/1/2015)
  • Updates to revenue codes and patient status codes
  • Aiming to release the updated manuals by the end of October

 
Potentially Preventable Complications and Potentially Preventable Readmissions

  • Required reporting of PPCs and PPRs in Chapter 98 of the Health and Safety Code using Chapter 108 data
  • Will send the reports to workgroup stakeholders before they go public
  • Having a discussion with the Commissioner to decide if he wants to give advanced notice to facilities before the reports go public
  • PPC report will be released mid to late October
  • PPR report will be released in November
  • Working concurrently on an outpatient report on colonoscopy readmissions and mortality
    • Chose colonoscopies because it is a very common outpatient procedure and CMS just released a report on colonoscopy outpatient quality measures

 
Statistical Briefs

  • HQR changed their methodology for their report on Hospital Facts and Figures
    • Separated the report into individual topics
    • Working to replicate the same methodology and put on their website
    • An overview of the report will be done in late October, the rest of the sections within three months

 
Sunset Advisory Commission

  • Recommended requiring DSHS to create a waiver process for small facilities required to submit data
    • Facilities with no capability to produce electronic claims
    • Facilities that do less than 600 procedures annually
  • Recommended shortening the timeline to 30 days for the certification process
    • DSHS will have to restructure rules if this becomes law – looking to condense the current rule to have only one submission timeframe
  • Recommended that the THCIC put out more consumer friendly reports
    • Working on a data query tool
    • Will include:
      • Inpatient and outpatient data from the THCIC
      • Quality indicators
      • Looking at including the PPC and PPR reports
      • Birth, death, population, birth defects, trauma and nursing workforce data
    • Timeline is to be finished in the next 4-5 months though the THCIC data must be up by January

 
Outpatient Reports

  • THCIC is working on:
    • Hospital utilization data reports
    • Patient demographic data
    • Report on the top 100 procedures ASCs and Hospital perform
    • Report on the top 25 sources of payment, top 25 different health regions, top 25 different age groups
  • The reports will include a list of definitions and terms, as well as an explanation of what you can and cannot glean from these data reports
  • Reports should be posted to the website by the end of October

 
MONAHRQ

  • Tool that analyzes, summarizes, and presents healthcare information in a ready-to-use format for consumers and other decision makers on:
    • Quality of care at the hospital level
    • Health care utilization at the hospital level
    • Preventable hospitalizations at the area level
    • Rates of conditions and procedures at the area level
    • Estimated costs and cost-savings related to the quality of care
  • 2011 data has been posted to the DSHS website
