On April 20 the Committee Substitute for SB 660 by Sen. Hinojosa, relating to the review and functions of the Texas Water Development Board including the functions of the board in connection with the process for establishing and appealing desired future conditions in a groundwater area, was laid out for consideration on the Senate floor. Two floor amendments were offered and adopted; one concerning the approval of water development bonds and certification of whether the bonds are expected to be paid from GR or other revenue sources to the Bond Review Board and another regarding the appointment of a receiver to collect assets and carry on the business of a financial assistance program recipient at the request of the Texas Water Development Board. CSSB 660 as amended passed the Senate with 30 ayes and one nay.
