House

House Health Care Reform – 10/3/22 at 9:00 AM

The committee will hear invited testimony only on the following interim charges:

  • Study ways to improve outreach to families with children who are eligible for, but not enrolled in, Medicaid or CHIP, including children in rural areas.
  • Examine the potential impact of delayed care on the state’s health care delivery system, health care costs, and patient health outcomes, as well as best practices for getting patients with foregone or delayed interventions back into the health care system. The study should consider patient delays in obtaining preventive and primary health services, such as well-child care, prenatal care, screenings for cancer and chronic disease, behavioral health, and immunizations, in addition to delays in seeking urgent care or care for chronic illness.

Joint House Judiciary & Civil Jurisprudence and House Juvenile Justice & Family Issues – 10/3/22 at 10:00 AM

The committees will meet to hear invited testimony only on the following interim charge:

  • Examine current caseloads and capacity issues for courts handling matters related to the Texas-Mexico border. Evaluate the preparedness of the court system to handle increases in caseloads that may result from the border crisis response and make recommendations to ensure the continued fair and efficient administration of justice in the state in addressing any increased caseloads.

House Energy Resources – 10/4/22 at 9:00 AM

The committee will hear testimony on the following interim charges and topics:

  • Monitor HB 1520, relating to extraordinary costs incurred by gas utilities relating to Winter Storm Uri and the authority to issue bonds and impose fees and assessments; and
  • Monitor HB 3648, which requires the designation of certain natural gas facilities as critical customers or critical gas suppliers during energy emergencies.
  • Examine ways to increase the production of oil and gas within the state.
  • Explore options for expanding the state’s underground natural gas storage capacity.
  • Evaluate innovative and emerging energy sources.

House Transportation – 10/6/22 at 9:00 AM

The committee will hear invited testimony on the following interim charges and topics:

  • The committee will receive brief welcoming remarks from local leaders.
  • Discuss transportation safety efforts in Texas.
  • Study the impacts that increased federal funding, formula changes, and new programs authorized in the Infrastructure Investment and Jobs Act will have on state transportation projects.
  • Examine the ability of the state’s seaports to promote the public purposes of state economic growth, diversification, and commerce through development of port-owned properties within their boundaries.

House Judiciary & Civil Jurisprudence – 10/12/22 at 9:00 AM

The committee will hear invited testimony on the following charges:

  • Evaluate the use and types of guardianships in Texas and the effect of guardianship on individual rights. Study the financial costs to families related to attaining and maintaining guardianship and compare costs to those associated with guardianship alternatives, such as supported decision-making.
  • Study state laws and procedures relating to jury service eligibility, including a review of existing jury exemptions, and make recommendations to ensure the privilege, right, and duty of jury service is protected and promoted.

House Criminal Justice Reform, Interim Study – 10/12/22 at 1:00 PM

The committee will hear invited testimony only on the following interim charges:

  • Monitor the implementation of S.B. 6 (87th Legislature, 2nd Called Session), relating to changes in the state’s bail system, to determine if additional legislation is needed to ensure Texans are protected from the most dangerous criminals while ensuring the constitutional rights of defendants.
  • Examine policies and penalties relating to drug offenses.
  • Examine the civil asset forfeiture process.
  • Examine jury instructions and sentencing guidelines in felony cases.

House Criminal Justice Reform, Interim Study – 10/13/22 at 9:00 AM

The committee will hear invited testimony only on the following interim charges:

  • Examine policing, including training, use of force, arrest procedures, and alternative responses to nonviolent and noncriminal issues.
  • Examine the use of prosecutorial discretion.
  • Examine the use and conditions of detention and incarceration.

House Environmental Regulation – 10/19/22 at 9:00 AM

The committee will hear invited testimony on the following interim charges:

  • HB 1680, relating to the regulation of on-site sewage disposal systems on certain leased land that is owned by the federal government.
  • HB 4472, relating to the Texas Emissions Reduction Plan (TERP).
  • SB 900, which updates performance and safety standards for chemical storage vessels.
  • Evaluate the allocation of TERP funds for effective air pollution reduction programs.
  • Review recent passage of the Bipartisan Infrastructure Law (Infrastructure Investment and Jobs Act, Public Law No. 117-58), specifically funds that may bolster efforts to clean up polluted sites and plug wells and how federal funds can be used to complement state efforts on well plugging and pollution clean-up.
  • Monitor newly adopted and proposed federal regulations that could directly impact economic development, manufacturing, and industrial activities that fall within the jurisdiction of the committee, including regulations adopted or proposed by the Environmental Protection Agency.
